     "An Act relating to a refined fuel surcharge; relating to the motor                                                        
     fuel tax; relating to a qualified dealer license; and providing for an

Representative Wilson moved and asked unanimous consent that                                                                    
CSHB 158(FIN) be returned to second reading for the specific purpose                                                            
of considering Amendment No. 2.  There being no objection, it was so                                                            
ordered.                                                                                                                        
                                                                                                                                
The Speaker stated that, without objection, CSHB 158(FIN) would be

     Insert a new bill section to read:                                                                                         
"* Sec. 24. AS 43.55.300(a) is amended to read:                                                                               
         (a)  Every producer of oil shall pay a surcharge of $.07 for                                                       
     each [$.04 PER] barrel of oil produced from each lease or                                                              
     property in the state, less any oil the ownership or right to which is                                                     
     exempt from taxation."
